“Wolf is the man for man, not man, when he does not know who is the other.”

lupus est homo homini, non homo, quom qualis sit non novit.

If there is no greater influence to check the tendencies of man, man is readily prone to pounce upon another like a wild beast. The question here is what constitutes a “greater influence”, especially one that can combat this?
