This is cited by the scholiast when discussing the following passage, quite clearly about politicians (Ar. Thesm. 528-31)

τὴν παλαιάν: ὑπὸ λίθῳ γὰρ

παντί νου χρὴ

μὴ δάκῃ ῥητωρ ἀθρεῖν.
